Stephen M. Moore, PLS

Stephen has been a Professionally Licensed Land Surveyor in Pennsylvania since 2012. He aspires to earn your trust and business with his ability to integrate emerging technologies in surveying and reality capture with sound proven methods to get your job done right. From fully robotic total stations to drones, lidar scanners, GNSS networks and the hardware and software to support these systems, he maintains productivity and continuously implements innovative thinking.

He sits on a National Cooperative Highway Research Panel (NCHRP), is active with Transportation Research Board (TRB) and the Pennsylvania Society of Land Surveyors (PSLS). ​

Stephen was able to advance from the technical level through supervisor to Senior Management over his 30-year career at PennDOT. He capped his career as the Chief of the Photogrammetry and Surveys Section and serving as the Chief Surveyor of the Department from 2015-2023. His guidance and support innovated practices statewide in surveying, mapping and construction. He is an expert in the field of 3D Reality Capture and Modeling. He was awarded two statewide grants for Productivity Improvement and Innovation for Terrestrial and UAS based Lidar solutions and software, and a Federal Highways grant for exploration of handheld 3D capture devices. He led a team of 14 surveyors in writing the new Survey & Mapping Manual for PennDOT (Pub 122). He was the Survey Champion for the Digital Delivery Directive 3D2025. Stephen was the sole administrator for the PennDOT CORS network, a 24/7 GNSS collection and correction service sharing data across to federal and private partners.

Harrisburg Area Community College
Stephen earned an associate degree in General Studies from the Harrisburg Area Community College (HACC), while teaching in the Civil Engineering Technology program.
